While using the computer, no storm, this happened. Is it fried or any hope? Safe mode doesn't load just keeps looping

when powering back on your pc keep pressing the F8 key to load in safe mode its the safest way to see why your pc is doing whats its doing

You have corrupt operating system files. Get your original Win Xp installation Cd and use the repair console. Start the installation procedure and the question will come up "Re-install or Repair?" Choose repair and follow instructions, or if a "DOS" looking screen appears, type: chkdsk /p with a space before the "/p". Let that run and then type "EXIT" to return to Win XP. Read the instructions on how to use the repair console on the Microsoft web page. After you get Win XP back, do an antivirus check, spyware scan, and a adware scan.

My Emachines computer did the same thing. I would start it up, and it would flash a blue screen, then restart. I had to wait until the first screen, and press Ctrl+F11. If that doesn't work, try pressing just F11. Then confirm to restore. This erases everything on the hard drive, but it will fix any damages that the computer may have. I hope this helps you. If your computer is a Dell, then wait for the blue bar that says, "www.dell.com" then when it appears, just press Ctrl+F11

Some might suggest your Power Supply, but I just had a similiar problem. It turns out it is the Motherboard. Assuming you are experiencing the same symptoms (my computer would keep rebooting endlessly), then you likely have the same issue - faulty motherboard.
