If cars couldn't exceed the speed limits, then the cops would be out of work, and the economy would fail. Furthermore, cities and counties wouldn't get any revenue. The law NEEDS us to break speed limits or nobody would get paid!!

Because it is important to have a car with a lot of horse power to avoid accidents. Also because the speed limit is up to the country you are in. So some country's have higher speed roads so one can utilize cars that go fast.
