The sun's light energizes water molecules, causing them to split. The the oxygen atoms molecularize, but with the increased energy, their electron orbits are different, allowing for three oxygen atoms to join--which we call ozone. On the earth's surface, where different chemistries are at work because of internal combustion engines burning our current fuels the way we do, ozone is an irritant, pollution. In the upper atmosphere, the ionosphere, it acts as a protective blanket from some wavelengths of sunlight. Essentially, in one place ozone is trash and in another it is a treasure.

Some of our chemicals have wafted up and they affect the chemistry, chlorine is the usual suspect, so we have altered our manufacturing processes and permissible products. In time, it will straighten itself out.

The ozone layer is caused by the solar winds of ionizes particles colliding with the magnetic field and that is what dies it. and u cant do anything to the solar winds or the magnetic field. So I think it is out of your possible control .
Stop trying to do something about something u know nothing about before u mess somthing up.
