The name of that short story is "Examination Day," by Henry Slesar. It was originally published in "Playboy" in the late 1950s and later turned into a "Twilight Zone" episode some years later.

I think it was by Vonnegut, but I can't rememember the name. Try his "Welcome to the Monkey House" collection.
