You want to make a positive presentation so be stylishly dressed and smelling good, hopefully you'll have done some homework about the guy. Have some opening lines and some small-talk key points to hit on.
You want to smile, hold eye contact, and nod approvingly when he's talking. Steer the convo to your mutual common interests, where he'll have the chance to ask for your phone #, now if he's sorta slow on the pick-up, you may have to become the one who suggests the next move.
I have found people receptive when I say "You seem like someone I should get to know better, can we get a cup of coffee (food) etc.around here somewhere?"
Or "we seem to have quite a bit in common and I think I would like to get to know you better. How about this Friday, I was thinking we could shoot some pool (see a movie) etc and chat more".

Your probably gonna feel stupid the first time you talk to him no matter what you say so you might as well just go for it. If you mess you, just laugh at yourself. yeah... it doesnt sound so easy, but hey; practice makes perfect.
