Because your body generates heat. Your body is comprtable at 98.6 degrees, but if the outside temperature is that hot, then your body is creating access heat and is not able to dispess the excess through your skin as easily. That is why you sweat too.

If you were naked and the humidity was very low like in a desert, that temperature would not be uncomfortable, so long as you did not do anything active.
Your body produces energy, that in part produces heat. If you cannot readily get rid of that heat, you will feel uncomfortable.
