OMG we were talking about this in my science class today, and my teacher said that you are MOST LIKELY to get a job if you dress like casual,formal,just like, well dressed, but not if you wear like jeans,old t-shirt,and stuff like that.

You're young, so don't look out of place when dressing up. Key thing to keep in mind, look sharp; not trendy, simply sharp. Tie, I don't believe in your situation, is not needed. Khaki's, polished shoes, button-down collared pressed shirt with a belt, and controlled hair would do just fine if I were the employer.
As to whom you should give your application, subtle ask a sales clerk this question. Find out who is doing the interviews, impressing the store manager then finding out his/her flunky is interviewing might help a little but in the end doing your best peacock dance for the right person the first time through ends the race.
HARD MAIL - meaning physically post mark and send through the postal service a very basic "Thank you" note. Nothing too elaborate. By the end of the actual interview you should have already established, by simply inquiring, how soon to call and inquire on the status of the position. This is why the Thank You note is so important, within one or two days you've reconfirmed your interest in the position without intruding into their daily routine.

The funny thing is that I always used to get dressed up when I went to hand out resumes, and I never got the job. The one time I decided to do it spur of the moment, I was wearing jeans and a track jacket, and the manager decided she liked me and asked me on the spot to come in for an interview a few days later...and surprise surprise, I got the job! Not that I'm suggesting that you dress completely down, but I wouldn't go too formal.
Definitely ask for the manager when you hand in your application. They might not necessarily be in, but you have a better chance if you do talk to them. I wouldn't call after you hand in resumes...if they like yours, they'll call you, if not, then there's not much you can do. Your chances are not going to increase any if you call them back, you'll just look annoying.

Wear a nice shirt and nonjeans pants with a belt that is not falling down around your knees. Look sort of preppie.
Give your application to the manager or other authority figure, and say that you will call to follow up within one week. Then, call in four business days and every day or two until you get hired or find another job. It is perfectly okay to politely but aggressively pursue a job; it is a surefire way to get hired SOMEWHERE.

Have you tried any of the on-line sites like monster.com? Everything is done on-line or on the phone in some cases. Generally you'll have to come in for the actual interview only.
Regarding how to dress, it depends on the type of job, but overall, wear a white shirt, a belt, slacks, and dress shoes.

Well it best to wear a shirt and tie be on the safe side. You should give the application form to the manager. I don't think it wise to ring them up. Give them time. Remember they will have loads of applications for this position.

for applying for a job you should be selling yourself so be neat and clean hair brushed and no running shoes or jeans and always say thank you and shake hands before and after.
Clothes freshly ironed and clean and buttoned no colone soap and watrer with deordorant is better
