They might not talk, but they can probably communicate. For example, someone comes up to you and doesn't say a word but does something to you or acts a certain way, what that someone is doing can probably communicate something to you without actually talking, and the same can happen with cats and hamsters.

I had a nasty little dwarf I rescued named Milton. Hated being held, liked to taste your fingers, all that. But he loved my outdoor cat Taylor. Taylor was 9 or 10 years old, and I'd show him Milton, and his purr would start rumbling, and then I'd put Milton on his back and Milton would - I swear to you - groom the cat. And Taylor would just lie there, purring, with his eyes closed.
So, yes. I think they can communicate.
