Some people don't even know that the n word is derived from the Spanish word "*****" meaning Black in Spanish. It's bastardized English.
It got a negative connotation associated with it because Southerners who were Slave Owners would refer to African-Americans by that term, which was contemptible and used commonly when referring to someone of dark skin color who was deemed inferior during those times.
Should people use the "n" word? Probably not. There's too much hate and bitterness associated with that defintion. However, people should at least know the roots of where that word came from because before it was given a definition, it was a regular or "nonsensical" world before it became mainstream.
If you rolled back the clock to the 1,000 AD, Africans or people of dark skin color wouldn't take offense to it because they'd never heard of it.
The same can be said about other words and symbols that have the misfortune of being associated with something bad. For example, the Ku Klux Klan staked claim to the Initials KKK.
However, 500 years ago, no one knew what the KKK was and wouldn't take offense. Same with the name "Hitler." It used to be a regular name like anything else.
Imagine if a last name like Jameson or Richardson was the last name of an evil tyrant who massacred millions of people. People would hate the name Jameson and Richardson as well and wouldn't want to name their children after that.
A lot of the resentment people feel toward certain words and symbols stems from somewhere and when you can get to the root or source, you can either undo the damage or you can teach people how to avoid creating new words or symbols that are bad.
One of the things that Liam Neeson said in "Batman Begins" was that in order to succeed, you transform yourself into an ideal or a symbol. That's why Bruce Wayne chose the name Batman to symbolize the Bat that would strike fear into the hearts of men.
He transformed himself into a Heroic Symbol. Hitler and the KKK did the same thing, but they're on the other extreme in the same way that a Pentagram of an upside down star is symbolic of Satan and bad things.
I do a lot of Research in the Field of Linguistics and Communication. There are a lot of Symbols, Names, and Proper Names that people use unaware that they actually have Satanic Roots.
There are certain words in the English Language that people use every day that symbolize the Anti-Christ. However, because people are unaware, they just use it regularly and if they really knew what it was they were saying it would be on par with the "n" word or using "Spiritual Profanity."
It's like little kids that whisper adult terms in at recess thinking they know what it means, but they only have partial understanding of what they're saying or the words they're saying.
Interestingly enough, a child using the "n" word would get a slap on the wrist and get scolded, but an adult using the "n' word would get in trouble because adults are supposed to be mature enough not to indulge in using words that promote hate or attempt to undermine the equality, freedom, and rights of people that come from different cultures or religions.
On a side note, people shouldn't be criticizing you for supposedly asking a "bad question." It's actually a really good question.

Of course you're not going to hear very many Black people saying it if you've got a bunch of Whites calling them that. And if there's so many Whites around you who say it, that leads me to ask, how many Black people do you actually know?
No one should say that word, not even Blacks. It's a slap in the face no matter who says it or how it's spelled. And I've never bought that crap about how the meaning of the word doesn't mean the same thing as it used to. Whomever believes that is brainwashed or has never been called that by angry people of a different race.

First of all, it is NOT ok for anyone to use derogatory terms when referring to or addressing anyone! These words are only used by ignorant people. I'm black and hear a lot of black people use it, but I've never been around a white person who was using it. With racial tension always in the mix, I think it would be stupid for a white person to use that word around any black person.

I haven't heard a white person use the "N" word in a long, long time.
However I hear younger black men use it quite often.
I am of the same opinion as Red Fox. Black people worked to hard to erase that hurtful word from American culture only to have it brought back by a younger generation that doesn't fully respect what their parents and grandparents went through.

It tells me that America is in bad shape and the whole children are the future crap is irrelevant. Children listen to their white supremacy espousing parents and peers and continue to spread the crap to others. It is sincerely heartbreaking that we live in the 21st century with all this technology and for all of that people are still backward and ignorant.

Its ridiculous, at my high school you can walk through the halls and hear that word screamed and the teachers don't say anything because they don't want to be called racist....and what they don't understand is that the word is puting them down and ruining what their ancestors built for them!!!!!!
