I guess it depends a great deal on the circumstances.

Let's consider the USA in particular. We have a minimum wage here. So allowing easy outsourcing of low paying jobs to other countries shoots our own citizens in the feet because they are not permitted to work the jobs paying less than minimum wage, so the jobs go elsewhere instead. Then some of our own citizens go on welfare so that they can afford to live here.

The citizens here also have to pay high American taxes if they work jobs (war in Iraq, big government that Bush wants bigger with his social security plan) and those in other countries have lower taxes. Thus there is an unlevel playing field and we get massive trade debt. It grows and grows and slowly our wealth is being amassed by Communist and other nations.

Finally, the products made by the other nations are junk and it's not like we can sue them in American courts for damages associated with the defects. I know a girl who broke her foot while using flip-flops, almost surely made in China. Only the American companies will get sued, yet another bias against our own nation. If we're not going to end the outsourcing, at least level the playing field so we're fair to our own.

Back in the Oklahoma city bomber era, terrorists were good ol'american boys. Now that they are outsourced to Iraq, fewer american civilians get killed.
Outsourcing can be a good thing!

there are many but I would really not worry about that too much because the logistical expense is outragous..
plus you have to spend money to train everyone
there is a cultural shock as well
and only companies with the big pockets can do it
and it takes years just to break even
