fan speed regulator( which is really a voltage regulator, it sends lower voltage to the fan when set to low and when on high it is getting full voltage) is bad, I had the same problem with my 1996 Mercedes Benz E320, one by one they went 1st, 2nd, 3rd, until I only had 4th, I had to have it replaced. You will too eventually

Ive a 99 and 1and 2 didnt work,wife exploded a soda in car and took out 1 and 2 of the switch

It is the resistor block in the air ducts. One of the wires on it broke and it will have to be replaced in order to have you low speed back. Its actually pretty simple on that model. It is located on the passanger side near the blower motor. Pull back the floor mat and carpet and you will see a plug going into the air duct with two screws holding it in. It is a small piece and I'm sure you can haldle the repair yourself for a minimum price. Good luck

The switch is probably bad....Or the resister near the fan motor for position one is bad
