Cancer could have spread to brain,..
Or he may be having Small Cell lung cancer and in that radiation is given to brain because there is a very high risk of spread to brain (about 30%), its given with prophylactic intent
I wonder why you didn't ask your oncologist

Lung cancer cells often break away from the main cancer, then move through the blood to a new location. This is called metastatic cancer. The doctors will try to find the various sites where the cancer goes, and then try to fight it in those locations. Unfortunately, this makes it much more difficult to treat successfully.

It sounds as though your father may unfortunately have metastatic brain cancer. Though the primary site may be his lung, cancer cells appear to have entered his brain, too, which his doctors have decided will require radiotherapy.
My best wishes for your father.
