We need a few things to do so
1. At least 1 of the 5 liberals on the Supreme Court retires or dies. The group includes: Kennedy, Ginsberg, Stevens (90 years old), Breyer, or Souter. Then these judical activists will not have control of the court. No more stupid emminent domain decisions, due process rights to terrorists, etc. I would love the Republicans to put up Janice Rogers Brown, a known conservative judge. I want to see the smear merchants in the Democratic Party squirm on this one. She was born poor and worked her way out of poverty. She is also black and highly qualified.
2. We need another leader of the Republicans like Reagan or Newt. I suspect that Newt is running for President. These are the only 2 Republicans that have lead a landslide victory.
3. We already have a revolution with the Fair Tax. In the near future, it will get implemented.
4. Once the Fair Tax is implemented, Americans will revolt when they see that 26% of what they spend goes to the federal government. The average American will learn what I have known for years: the government spends way too much and we get very little back in value.

The only way is if government goes on self imposed "birth control" and stops multiplying. Then it needs "natural selection" to weed out the weak and sickly. Then it needs someone to balance a budget who actually knows what a budget is. So, the most probable answer to your question is that "conservative government" is an oxymoron.

Ah, the old days of the fiscal conservatives. Small government, no rampant deficit.... and even when they attempted to impose their moral and social agendas on everyone else, they at least followed the laws and did it state by state.
The closest you're ever going to get again is the Libertarians.
