I am 99% sure that the Social Security Administration will not change her ssn for the reason you are giving. all you can do is to continue reporting him, and continue to provide proof that the child is living with you. We can only hope that eventually the IRS will catch up with him.

Well, the bad news is that you can't change her social security number. But the good news is that you can change her name.
Now wouldn't it be an oddity that a father doesn't even know what his daughter's name is? I bet that would tip off the IRS.
It doesn't have to be a drastic change to be effective. You could change a name like Mary Elizabeth Smith to Elizabeth Mary Smith. She'll still go by the name of Mary - but when it comes to legal documents like a 1040, well, the legal name is what they want.

You can't change it, it identifies her for life. Let him, you have given the IRS a heads up. Believe me if he files her again then he will get in trouble this year.

Good Luck.... I've had my stuff stolen from my car with all my info on it, and I went to change my SSN and they just gave me some ways of how to see if someone is using my name and SSN. They won't change that for anything!
