Check out the new Disney phones.
You can set it up so you can see online where the phone is at anytime. GPS technology.
Also you can control the minutes and also the times the phone can be used and also the numbers that can be called and/or received.
AND they are about the same cost or actually less that the other brands of cell phones.

I think at that age if you as a parent are going to go to that extent with all these children coming up missing try getting a set of these Disney Mobile phones they have a gps tracker in them so you know at all times where your child is at and you can control the calls that he makes..Here check it out..

Who's decision is it to get the phone? Did your son ask for it or are you getting him one for emergencies? If your son asked for it, it's a status symbol and he will most likely abuse it and then you'll be paying big bucks for his usage. How many teens (especially 14 year olds) are conscientious about keeping track of minutes? If you're getting the phone for emergencies, then get a prepaid phone and tell your son to only use it for those times. Either company will work...just find out which has the best coverage in your area.

When he can pay the bill, yes. Otherwise, if you have a cell phone plan, put him on there with you. If you have rollover minutes, wait until you have enough in case he uses a lot of minutes. Also, tell him since everyone uses the minutes, to be wise with them. If he causes the bill to rise, figure his part of the bill, and make him pay it. My parents did the same thing with me.

I personally don't like the idea of a child this age having a cell phone. I want to know where my children are but I expect them to tell me before they leave. Get numbers of where they are going for emergencies. If you think he needs one, pre-paid is the way to go. They even have ones at places like toys r us and wal mart that only dial the numbers that only you can program into them.

dont let him have a phone till he can pay for it him self. also NEVER go prepaid. my dad and i did some research on them and found that you pay 10-14x more in the same amount of time with a prepaid phone. they have so many hiden fees, the units (not minints, a prepaid gets units and these are about 44 seconds long.)

You should evaluate the use of that mobile first, you wouldn't like to have to pay too much, may be he can get one only for emergencies. You'll never know what kids are doing with their phones or who may be involved or influencing in a wrong way your kids
