I think the late Alan Freed, the original rock n roll dj coined the phrase and it just meant songs that were popular a few years or nowadays a few decades ago.
E.G. here's an oldie but goodie from Elvis and they'd play Teddy Bear or Heartbreak Hotel or something like that.
