There are hundreds of different codes of ethics, for different groups, different societies, and different professions. Ethics are specific to each organization, and enforced only by the organization.

And many of the things that violate those ethical codes are not prohibited by the law.

Here's a simple example. Lawyers have an ethical duty to keep the confidences of their clients, and to not reveal anything that would cause problems for the client.

A very limited aspect of this is protected by the confidential communications privilege. However, there are many things that a lawyer can legally say, which are not privileged, but which are confidential and would be a violation of the ethical codes.

Well, as an example (aside from "blue laws") unmarried sexual relations between consenting single adults may be unethical in some peoples eyes but it isn't illegal.
Lying in general is unethical but not always illegal
Selling a persons belongings via power of attorney is a horrible thing to do but it isn't illegal.
Misrepresenting ones self (you can strongly imply without straight out claiming it) as homeless or destitute to con people out of money is a crappy thing to do but it isn't illegal.
Check out World Harvest Church-demanding, coercing and using fear to entice members to tithe. Refusing to disclose income (one of a handful of "churches" that won't) and building an empire from faithful and misguided followers. We refer to that place as the "Koresh Compound". I mean how unethical can it be to do that to well meaning people just to pad your own pockets? Not illegal just contemptuous.
