brown...it doesnt have to be charcoal (but if you put it on the right way, it will look really good, just dont cake it on)
umm and maybe a goldy color
if you go to a make-up counter in the mall, ask what colors would look good with you eyes and complexion and tell them the colors you like and dont like *they help a lot*

I love Mary Kay Make-up it actually stays on your face.
There website has a place you can do virtual makeovers. The models have just about ever kind of skin tone, eye color, and hair color imaginable, That could give you some sort of idea.

You could always try buying a cheap makeup set and then trying all the colours. I would love to say that you could go to a store and ask but they're there to make a sale and not to give out free advise. They'll tell you anything.

Brown works on everybody. This may sound weird, but maybe green or gold for you? Go to Sephora or the cosemtics counter and experiment!

from what i know best colors for your complexion are browns and like soft earth tones because it will help bring out your blue eyes. hope i helped ;o)
