It depends on what kind of wheels you have.
If you have aluminum or magnesium rims with a clearcoat you can usually get away with buying a spray type like Meguiar's All Wheel Cleaner. If you have no clearcoat on this type of rim I usually look for Mother's Aluminum Polish (it is semi-abrasive).
If you have chrome rims I always choose a non abrasive chrome polish like Turtle Wax chrome polish (it is dirt cheap) and then i follow it up with some windex.

Mothers has a good wheel cleaner if the wheels are polished wheels use the Mothers all wheel cleaner if they are chrome wheels or steel chrome wheels use the mothers chrome and wire wheel cleaner It is stronger and may damage the polished aluminum wheels but it works great on chrome bumpers Just spray it on let it sit a bit whipe with a soft brush or scrub the wheels with a bug mit

You can buy cleaners made speciffically for wheels go to walmart or a local parts store. You can look and decide which is best for your application. Use a brush made for wheels and scrub, scrub, scrub.

I use Mothers' polishing ball. It goes on your drill, and makes very quick work of polishing my bare aluminum wheels. Don't use this method on chromed wheels! Only for bare metal wheels.

Get the armorall tire foam cleaner, works great, just spray it on and it cleans the tires itself, you don't have to wipe it off, just spray it on, you can get this at Walmart in the automotive section probably around $5 a can.
