One word: Tune up
Take it back to the dealer and tell them what's happening. Then tell them you want them to tune it up at no charge.
It is only fair and just that they do it for you.
Tune up is plugs, wires, PCV valve, etc.

Someone stuck the wrong gas mileage chart on your car. The non 4x4 models get 23 and 28. Since you have the 4x4 model, it sucks gas alot more. A friend of mine has the 2006 Rav 4 4 banger with no 4x4 and she gets 25 mpg, it all depends on how you drive, and where you live, not many lights better on gas.

driving habits and different traffic plays a role in this. For instance if you are stuck in traffic do to what ever reason...then the time you sit idleing plays a part. MPG in city and on the hiway doesn't account for this. This is determined by uninterrupted driving. so if let's say...you hit a construction area or some other bottle neck on the hiway...this will decrease your mileage. also you are probably calculating your milage on the over all use of your car rather than when you are on the hiway alone.
I went to TX and had a free run for one full tank...got 36 MPG...but normal use I get about 18 MPG

You need to wait for the car to break in. Before you'll get the mileage your supposed to. If after about 15000 to 20000 miles. Then I'd complain. Check and see if you using the recommended octane fuel too.. Have a little patience. Also driving habits can cause poor milage. try to drive with your gas pedal....Meaning. Don't accelarate to a red light jUst to get to it quicker and then have to stop. Avoid being on the gas off the gas . if you know your slowing down to make a corner Or an exit just let off the gas and coast through to it. I see so many people speed up to get to a red light. If you back off alot of times the light will change before you have to put the brakes on. My friend has a Dodge Durango. His estimated gas milage on the the read out reads 13mpg average when he drives it. When I drive it the way I just explained it reads 18 mpg or more average. How can this be????? But still wait for it to break in before you start cussing it, And see if you can change your driving habits to conserve fuel too.

Don't worry! There's nothing wrong with your car! The EPA estimates on the piece of paper stuck on the window when you first bought the car doesn't do a good job of giving the mileage under normal driving conditions. Their standard to get those estimates is if the car constantly runs at 45 mph high way miles on even ground with no stop-and-go traffic. No one really drives like that! It's very misleading.
I suggest that you go grab a copy of Consumer Reports Auto guide...they are more practical and honest on the performance of cars and they'd be able to give you a more accurate rule of thumb to compare your car to.
Trust me, my Corolla is supposed to get like 40 mpg...it's more like 32!

probably nothing wrong with it - you are probably just getting more bumper to bumper traffic than expected.
