I would propose that this statement is both true and false.
And as such it is true in saying that it also false.
Looking at it objectively however you can only say that it is true if you trust its author.
If an author who you trust tells you directly that a statement is false. And proceeds to give you the statement.Then the authors statement is true.
So the following example only applies if you can trust the author.
It is a true statement made by the author who says that their statement is false.
Otherwise there is not enough information given to accurately ascertain whether or not the authors given statement is true.

That's not a statement. By definition a statement needs to make a point or ask a question. You can't simply string together words into an incomplete sentence and call it a statement. So it isn't true or false, it's null and void.
