I think until u learn how to spell "wear" meaning ,it will take longer than it is supposed to be, plus not "loose" but "lose" , another mistake ppl make as well.
So, older than 16-17 i guess....

A light, natural eye shadow: 13 years

Mascara: 13 or 14 years

Lip liner: 15 or 16 years

Darker, more obvious eyeshadow: 15 or 16 years

Altogether (shadow, lip, & mascara): 15 or 16 years

I have to echo the "maturity" answer. Some of these products take COORDINATION to apply and, if it's a challenge to apply eyeshadow, then the mascara wand could REALLY do some damage!!
Mascara would be the first of these my daugher will wear. When she is in high school, she'll be able to wear eyeshadow. As for lipliner, that depends on your lips as some females are blessed with "naturally lined" lips while others REALLY need it to define where their lips begin and the skin on their face stops.
Here's the key:
Accent ONE feature on your face - if you want to draw attention to your eyes, then be sure your lips are a neutral to medium color. If it's your lips you want to accent, then keep the eyes subtle and neutral. If it is your cheeks, then apply a bright color to ONLY the apples of your cheeks (the area below your eye and "2 fingers" from your nose) - it's called "Apple-popping" because the apples of your cheeks POP OUT!!
Color is fun, but must be handled with care...as to avoid any makeup catastrophes!!
If you haven't been taught how to apply these products by a PROFESSIONAL, then ask your mom to arrange an appointment for you AND her with a Beauty Consultant so you can learn...and maybe, she'll learn something new, too. :)
