Pimples are normal on a teen girl, however that said if they are hormone related although it is understandable you may want to think about trying to regulate her menstrual cycles by getting her Evening Primrose oil or Black Cohosh in tablet form to take daily.
Otherwise I highly recommend using Oil Cleansing Method;
Most people start with a 50:50 mix of Extra Virgin Olive Oil : Castor Oil, EVOO is moisturizing where as Castor Oil is cleansing – some people will use other oils (I personally use nothing but Jojoba oil) and will change the mix to perhaps 75:25 or 25:75 depending on their skin type (i.e. if her skin is dry use more EVOO to moisturize), and some will also add essential oils such as lavender or tea tree oil (both help prevent and treat spots) – one advantage of OCM is that it is totally customisable so if her skin type changes, as it does very often, she can change the mix to suit her skin.
Put the oil onto the face, then take a facecloth that has been into hot water and rung out and put the facecloth onto the face, leave the facecloth on the face for a minute so it is similar to steaming to open up pores, then wipe off the oil – follow with a toner such as Rosewater to help clean off any small excess oil and tighten pores after they have been opened by the heat of the facecloth.
Reason it works is because it does not strip your skin of it's natural oils – when people wash their faces with washes or soap it strips the natural oils that help keep the skin healthy and help keep pores clean, so the skin is not only not as healthy as it should be but the skin also produces a load more oil to make up for all it has lost.
Reason for OCM being so good is not only is it VERY good for skin, but it is also very customisable, cheap, easy to get a hold of, easy to use, does not support animal testing (as many commercial products do) and does not contain a load of toxic chemicals (as many commercial products do).
If you have a look at the following links here and here they go into using OCM a little further.

Relax it is completely normal for your her to be breaking out like that. She is a walking ball of hormones which is what causes the breakouts. As for before her period that is normal too I always seem to break out before I start mine. I really like the Clean and Clear Blackhead face wash. Make sure she is cleaning her face in this order (in the morning and in the evening) 1. Wash face 2. Use toner or astringent 3. Mostrizer 4. Get her some kind of acne cream she can put on the pimples. Cover girl makes these sheets that are in a pack about the size of a pack of trident gum. The are oil absorbing sheets. If during the day she feels her skin is a little oily she can take these sheets and press them against her skin and they soak up some of the excess oil

My 12 year-old has the same problem ... then again most do ... or they will soon enough.
Two products on the market have been very helpful for our daughter ...
1) Proactive (yea ... the one you see all the infomercials on ... with Jessica Simpson and P. Diddy Combs.) It's pricey, and they prefer you get a monthly subscription, but it does work if you keep up with it.
2) Another good product is Arbonne. Go to www.arbonne.com and search for their "acne" line. It is a bit less expensive then Proactive, but just as much bang for the buck. I would also recommend getting their facial mask to compliment the acne line.
The only problem with any product line is that 12 year-olds have an aversion to keeping up the program. I.e. if they don't use the products both morning and night they will not work.
This has been the hardest obstacle for us to overcome with our daughter ... but hence as with most things tweeners do ... they will mature enough to realize hygiene is key in the battle against acne.
Until then ... the entire adolescent human race (and some adults too) await the cure for acne. May God bring us them soon!!!!

Very happy to help out on this one! Try drinking lemon water. That's right! Just squeeze about a half a lemon into a tall glass of water once or twice a day. No sugar! It's actually pretty tasty and gives your body a different pH and clears up your skin for you! It works better than anything you can put on top of your skin because it works with your body's natural design!

read chapter 12 in Let's Get Well by Adelle Davis (Skin Problems are More Than Skin Deep). It tells how she helped many young people with acne.
See also Encyclopedia of Natural Medicine (Murray & Pizzorno) for a good discussion of how to prevent and treat acne problems.
Good luck!

Leave them be..!!!!!
At 12, and come to think of it, at most any age, under the circumstances that you have explained, they are the results of HORMONES !!!
Be careful of what you are told..,
Washing your face "IS" good.., a few times a day..,
Do not over do it though.., as you can and will just cause the pores to excrete much more oils while trying to compensate for the over-washing.
As for the hormones.., WELCOME to adult-hood !!!

Please don't squeeze them !!!! Just make sure the face gets washed daily and use some prescriptive solution or Proactive to use on the pimples .They are a natural cause of puberty.
