8. Dr Manmohan Singh, PM of India and leader of a billion people.
9. Warren Buffett, when he talks, people listen.
10. Vladimir Putin, The President of Russia remains an important figure in world politics and he knows it.

You need at least 11 for all round global completeness. Remove Cromwell if you really only need 10. His influence was only in Britain, but arguably without him Britain would not have formed the parliamentary democracy that was copied all over the world and let other great men like Winston Churchill influence world events.
