I think it depends on the artist. If they come up with a tune, they'll write lyrics to it, if they come up with the lyrics they'll put music to it.

it does depend on the songwriter. personally, i get a hook lyric 1st, most of the time. it's a line that's catchy and has the whole feeling of the song summed up in one line. then, i build the rest of the story around that original feeling. but, often, after the initial hook is discovered, i get a feeling for what the melody and structure of the song is going to be as i write the rest of the lyrics. once in awhile, i get a groove going and find the lyrics from there. but, every songwriter has their own way. there are many cases where songs are written by more than one person. so, whoever gets the catchy feeling going first(lyrics or music), that's where the song begins. it really is fun...you should try it. and if you only write lyrics, find a person to collaborate with who writes music to the lyrics(like bernie taupin and elton john do). or vice versa... and every once in awhile, both lyrics and music get written at the same time...that's very cool. that's usually when the song gets written really fast...

As an amateur songwriter, I can tell you that this is a process that can start with lyrics, start with a tune in your head, start with part of a song in your head with both, or in rare cases, a complete song with both just comes pouring out. But the important thing every songwriter needs to remember is that great songs aren't written, they are rewritten. In other words, the first thing that comes to you isn't usually a polished song. It needs work to make it the best it can be.

it all depends on the bands ideas. i read an article in a magazine the the band Tool, part of them write the music while the others do the lyrics to offset it, or vice versa.

it all depends who's writing it and how they like to write it. also some people can't think of words to write to a song until they have a melody and vice versa. i write songs and i have to have lyrics to them before i put music to them.

it's both way, the songwriter gets a rhythm in his head, then rights the lyrics for it. or the lyrics then the music.
