It stands for Bachelor of Law & Letters, and is an undergraduate degree in Law. While Law is not an undergraduate degree in the US, it is in the UK and in other countries.
There is also a LLM and a LLD. At some schools, the LLM is equivalent to the American JD. At some US schools, it is considered a more advanced degree.

As for the comparison with American degrees, forget it, not worth the paper they are written on unless you want to work in America. Academically I would say a UK batchelor's degree is the same as a US doctorate. That would be a fairer comparison.
