two-thirds times X equals 6000.
X is equal to 6000 divided by two-thirds. dividing by a fraction is the same as multiplying by it's reciprocal, so X is equal to 6000 times 3 over 2.
6000 times 3 equals 18000. when we divide by 2, we get 9000. so there are 9000 voters.
