Well, I have a Male Betta, three khuli loaches, a pleco, two guppies and a molly in a ten gallon tank with no filter. And, a 5.5 gallon tank with 15 half grown guppies and no filter. Both tanks have a heater and plants, but only the larger tank has an air stone. The trick is that I only feed them every other day.

There really aren't many options with coldwater fish. A heater isn't a big deal to buy, you're better off just getting tropical fish and a heater. But for fish that don't need one, the most commonly available coldwater fish are goldfish and white cloud minnows. There are other fish that can be in cooler water, but technically they are still tropical and should still have a heater to keep temps constant so they don't really count. White cloud minnows need to be in at least a 10 gallon tank and they should be in groups of at least 6, you could get a groups of them if you want. Goldfish are very large and messy, so they need a minimum of 20-30 gallons for 1 fancy (the fat ones) and 75 gallons for commons (the long bodied ones). They also need a filter for double the size of the tank. But they do live long if you take care of them, so if you can get a tank big enough you might like them. Goldfish can live 10-20 years. Make sure you fully cycled your tank for 4-6 weeks before adding any fish. Read up on it.

Okay apparently people don't know there fish around here.
Fact One: A fish must have filtration if it is a messy.
A good example of this is gold fish. The average goldfish needs to gallons per inch of size as a minimum. All other fish need one gallon per inch. The only way to keep a goldfish in a unfiltered tank is to change the water everyday. So I would mark that one off the list.
Fact Two: Filtration breaks the surface of the water and that in turn adds oxygen. So the fish you put in the water need to be able to not have oxygen put in the water. So mark off almost all fish.
Fact Three: The only fish that can live in a bowl without filtration or air pumps belong to the labyrinth famliy. They have an adapted set of lungs and breath air similiar to humans.
So in the end you need a labyrinth fish. These include but are not limited to:
1. Betta Fish- these are excellent for smaller aquariums because their natural habitat is quite small. But please don't put them in anything smaller than a gallon size bowl.
2. Gouramies - Remember the one inch per gallon rule
3. Perch
Remember to keep the water clean if you are not going to have a filter. You must change all of the water at least one a week. Depending on the size more than that. If you are interested in bettas an excellent site is:

Betta (Siamese Fighting Fish).

All other fish produce a lot of waste, and so having a filter is in your best interest unless you do tank cleanings every couple of days.

Most fish also need the aeration that a filter provides.

Betas....I do recommend filtered tanks for Goldfish. They can technically survive, but be prepared to change the water very frequently. Filtered tanks are very reasonable these days....you can probably find one for under $30.

if you change the water regularly, none of the fresh water fish need a filter. However, its healthier and easier to have a filter. You just change 1/3 of the water weekly, and have a bubbler and air stone and your fish should do fine.
