Report them, and if they are really noisy, do not be afraid to get the police involved...Noise after 11pm at night is an offence.
Keep a diary of events too!
Dont try and tackle the problem yourself though...You never know if they are violent or anything, and they could make your life worse! Plus, if you do have a go at them personally - chances are they will guess its you that has complained.
So...complain - Just dont make them aware its you complaining!

1) Start complaining to the council.
2) Keep a diary, logging everything that they are getting up to.
3) Wind them up a little by ordering take aways or pizzas.
4) If they are as you describe them they probably don't answer the door in case it's bailiffs or someone wanting money. If that is the case make up a parcel (empty of course) and send it through the post. They'll assume, even if they know it's the postman, that he might be delivering a registered letter. They wont want that so wont answer. the next they'll know is a card saying there is a parcel for them waiting for collection. They wont be pleased.
5) Raid their dustbin when you get the chance and get some household bills or letters addressed to them, put it in a black bag of kitchen rubbish and fly tip it. They wont enjoy the fine. Don't use all the letters at once, this is something you can do several times and each time the fine goes up.
6) Look on it as a war, you don't need anger just strategies.

Unfortunately you have to go through the council and the environmental health departments, you'll have to keep diaries of the noise and trouble they cause you, it does take about 3 months to sort out but well worth the wait.

Speak to your local housing office and tell them most councils have strict line on anti social behaviour from it's tenants ,

my daughter has the same problem, she bought her house and then it took her months to find out who exactly lived there..she had a nightmare few years then decided to do something about it.she got in touch with the council who gave her a book to log all the activities in however repeatative they were,she did this for a few months then produced it to the council who actually came and monitored it from her house..the people next door were finally evicted but it took a while because of all the channels they have to go through(red tape) she got threatened with the petrol bombing of her house and all sorts but she stuck it out..its a waiting game and you have to do your part but its bloody worth it...good luck

Phone up the council housing department and make a complaint. They will probably ask you to keep a diary of events.

attach a hose pipe to the exhaust of your car and when they are sleeping put the pipe through the letter box and leave the car running , dont forget to take the pipe away in the morning and by that time they would have had carbon monoxide poisoning and the gas boiler can be blamed .
