i don't know about your mom, but most mothers appreciate something that you've made yourself. this is because parents already have money, and they could already buy things for themselves if they really wanted to. the best gifts are probably something you've made. however, if you're going to buy something, i suggest making a handmade card, or such to go along with the gift. this shows that you put effort into it, and you really care for your parents.

My suggestion would be,spend the evening with her.Tomorrow is a week day so im assuming you have school and she has work but the evening you two could spend together.You cook her dinner for a change,you can use things thats in your kitchen already.You could even cook a few of her favorite simple dishes.Also,you could rent her favorite movie or a movie that contains her favorite actor and serve her favorite snacks,again this is more than likely already in your kitchen.Get her a small card or better yet make her one.You making her a card will mean more than a one from a store because you made it.Everything above can be done with household items and the movie rental may be a small fee but definately less than $20.I guarantee that,the time spent with her will mean more than anything even if it didnt cost any money.Good luck and Happy Early Birthday To Your Mother!

You can get some really great stuff for less than $20. Chances are, what she'll like best is something that holds some special significance for the two of you. I made my mother a stepping stone with a kit from a craft store. It cost 14.99 and came with everything I needed except for pictures to embed in it. It takes about 30 minutes to make and a few hours to dry, but it turned out super nice and she loved it. I put our family name with pictures of everyone using the materials in the kit.

I think maybe a candle, that smells nice and a letter saying how much she means to you. Or one of my best presents from my girls was a couple of I owe yous which had my birth date and the expiration date was next years Birth date. One was cleaning my car, one was cleaning the house. Something that you know she hates to do or that you know she would like having you do. Maybe even a foot rub if she works on her feet all day. Those things cost nothing but mean a great deal.

As a mother I think she'd like something that shows her how much you appreciate her. Just make her a card and spend some time with her. Gift certificate to Starbucks and a nice card. Trust me mom don't care about how much you spend on their gift. As long as you put thought into it she'll love it.

something that me and my sister do for our mom that is under 20 is a photo album with pics of the family for that year,
or we go to walmart they have a section of sented lotions and soaps that a fairly priced and they actually smell good.
or you can go to a department store and hit the clearnace rack you might be able to find her a nice blouse for under 20.
also something else we do for her birhtday is clean the house untill it is spotless and cook dinner for her. that way she can have the day to do whatever she wants

You can get really good creams and lotions or bath salts etc from Bath,body and works.
They have very cute gift packs for around $15.
Most moms love to pamper themselves with their products.

Go take your mom to get a cup of "birthday" coffee (or whatever she drinks at the coffee shop) and TALK with her for about an hour! That would be a WONDERFUL gift, a cup of coffee and talking with her daughter (you!).
