A eunuch can be either a castrated man or, in ancient terms, any man who is impotent with women for a wide variety of reasons.
They still have all their plumbing...it's just that the "boys" are out of commission...technically a man who has had a vasectomy can be considered a eunuch.

Therefore Eunuchs in Biblical days that worked around Queens and Princes or whoever were female dignitaries, were made Eunuchs (no penis) So there was no chance they could have sex with whom they were taking care, guarding, or the such.

Actually, if you look it up, they did both. Sometimes they only removed the testicles. Sometimes, the entire penis.
As for the answer to the question, if the entire penis was removed, they urinated through a tube.
