Almost every second hand store has a section of fabric. Sometimes you find some cool vintage prints too.
There is also a really cheap basic woven beige cotton called muslin that you can get at fabric stores for under a dollar a yd. It is used for constructing a garment and tweaking the pattern before you cut into your nice expensive fabric.

Go to eBay and look in the fabric section. In the search box, once you get to fabric, type "fabric yard" if you don't want to see tons of quilt squares. Then go down the lefthand side of the screen, where you can set preferences of what types of items you want shown. You can select a price range. I usually type in .01 to 1.99 and come up with a huge selection. Go take a look. It's not online, but do make it known among your friends and acquaintances that you're looking for inexpensive fabric. Many people regularly clean out the sewing room and have stuff they want to get rid of. Keep your ears open.

Skip the quilting shops! Wal-Mart has a great selection of fabrics at $1.- and $2.- yd. I would also strongly suggest checking out eBay's fabric section. Mmhmmm. They have quite a lot, and it varies daily, of course. When you're looking, you can narrow your search by typing in a price range -- it's in a box about halfway down the left-hand column on the screen. That way, you only see what you're interested in possibly purchasing.

I don't know where you live, but Wal-mart has some great $1.00 stuff. I've been sewing for over 30 years and I have found some really nice material on the $1.00 table. ALSO, if you can't find a Wal-mart, check out bed sheets! Really, there's lots of material in them and you can purchase some at a great price. They make great curtains and blouses.

Walmart has some real nice fabric for $1.00/yard also, you can look in fabric stores for remnants they are always marked down.

You could try posting on a freecycle site in your area for scraps. Around here people are always offering old patterns or scraps. Just go to Yahoo Groups and type in freecycle and your town or state. Good Luck!
