I don't believe gifts are NECESSARY but they would be a lovely gesture. The wonderful thing about babies is that you can get something very inexpensive but it's still something quite meaningful.
Baby's 1st christmas Bib (or first New Years would be cute, since you will be giving the bib on Christmas)
A small ornament to put on the tree to commemmorate their first Christmas
A cute t-shirt or pair of socks
A holiday themed rattle
Maybe a small gift basket of shampoo/powder/etc
There are so many things you could give that would be under $10.00 and it would show that you thought of them and cared. But no, it is not necessary and I do not believe it should be expected. A gift should never be EXPECTED... it loses all meaning if it is expected.

You don't have to get girfts for the babies. In fact, it's probably best that you don't. Because then the older kids would see that as unfair, so then you'd have to buy them gifts. And that won't set too well with the teenager.s And before you know it, you'll be buying gifts for all those 100+ people! Unless you can afford such a situation, don't. But if you really want the babies to have gifts, talk to the other parents about drawing names. That's what we do in my family. Works beautifully!

You aren't expected to give all the newborns a gift. Some people can't resist baby shopping and want to be extra giving. Don't feel obligated, especially if it isn't a child to someone that got you a gift.

First tree, first presents, first Christmas dinner with the family, there are a lot of reasons to celebrate these 4 babies' first Christmas on a grand scale.

No.. that your family members did was generous of them, but doesn't require you do the same. I simple holiday greeting and enjoyment of their company should suffice. Besides that the babies don't care if they get something, they are too young.
But since there is doubt, maybe at this year's gathering you all can discuss it and set a standard for this type of situation for the future.

Maybe just something small and inexpensive, like an outfit or some small toys (1 per child). It would be nice to return the favor.

They are new babies! Why can't you get them a little something for Christmas. Yes, i would expect something if i gave your new baby something. Have the present be from your baby, something little, depending on the age of the other babies, maybe a little book, cute socks, etc.

Sure, just buy for the little ones OR draw names for the babies only.
