Isn't a person supposed to able to complain against unfair treatment when dealing with a government agency? If this is so, why can I not get the info about where to send my complaint to, and who would I talk to in order to find this out?

Talk to the caseworker at your Congressman or Senators offices. They are there to help you with government agencies. Caseworkers are in the district offices, not the Washington, DC offices.
