If someone owes money to someone and goes to court over it. What does it mean when the judge awards an open decree against you?

Well, I guess to decree something in public.

An open decree is one where the court made a judgement but the parties are free to come to their own agreement as opposed to the court ordering a specific course of action.

In other words the court has agreed you owe the money but has left it up to you to negotiate the method of repayment of the debt.

The idea is to show that the court agrees that you owe the money. Should you default on the agreement to pay the money then the matter can be referred back to the court for an order to be made without having to prove the debt is owed.
