It means that an agreement was worked out between the opposing sides prior to trial and that the Plaintiff or Prosecution didn't have to have a trial and prove their case before a judge or a jury.

A consent decree is a judicial decree expressing a voluntary agreement between parties to a suit, especially an agreement by a defendant to cease activities alleged by the government to be illegal, in return for an end to the charges.

A prosecution would be taking the charges to court, with possible punishment.
