Home remdies, like red pepper or powdered mustard, will do the trick. But that will only work if you constantly reapply. If you spray the container with a product called Repell it will keep all animals away until you wash it off or it gets wet. You can get Repell from PetCo, WalMart or Fosters Smith vet catalog or online. It is only a few bucks at WalMart though, it is in the pet department.

If you are talking indoors garbage; keep it in a closet or under the sink and use the child locks so the cats don't figure out how to get in.
Outside; I know it sounds silly but a LID will work, just secure it with a bungee cord!

I use moth balls, and it keeps rodents away as well . Put a few at the bottom of the can, and a few in a piece of mesh tied to the garbage handle. It worked for me, so good luck

I'd go with the animal repellent spray (or granuals) that you can buy at the pet store. I used it to sprinkle on the top of my kitchen cabinets to keep the cats from nocking over my decorative kitchen items...and it worked perfectly.

You should get a big dog and keep himoutside in a doghouse with a leash so it can only bark at the cats without killing them as them as they walk by.

Pour a couple of spoons of ammonia into the bags and around them. Their sense of smell is pretty good and they won't like the ammonia.
