Some rules have the force of law, some do not.
If there is really a law then you are dealing with the judicial system and possible charges and courts and stuff.
But many rules are not really laws, just policies.
If you break those things can happen like you lose your job or get kicked out of a store or something, but not prosecuted in court.
Lots of times if you don't follow the rule you just can't get the benefit of whatever it is you are doing.
Some rules are laws. Some are not. Know the difference.

What? Rules and laws are not the same.

Board games, sports, schools and such create rules.
Only governments create laws.

I disagree with my friend!

Rules written by agencies pursuant to their mandate under law, and accepted by the legislature, ARE law! Policy is not law!

They are not.

Rules only become law when enforced by the government. If they are not enforced by the government, then they are not really laws.

Rules are not enforceable whereas laws are enforceable.
