The romans where the first to create a law school. The reason for the school was because every little town (or villa) had a different set of laws, so they accumulated all the laws and created a standard set of, for lack of a better word, federal law system and a law school was developed in the process. However, this all happened near the end of the Roman Empire and was not fully inacted, so Justinian picked up where they left off.
