Yes, they do some times. But more often that not, I would say it could save you alot of frustration if you could somehow learn not to let it get on your nerve.
I've discovered that changing the topic to something you are more comfortable with (or most conversant) could help you focus more on the content, rather than the way it is presented.
If that didn't help, I'd try to sneak off to some other company if it was at a party or gathering.
However, if it was someone I cared about (a friend or closer relation), then I would most likely try to throw a hint at them, or flat out tell them.

What about people who ask questions that were already answered but missed it because they obviously weren't paying attention the first time??
I work with a guy who does this every time we have a meeting. Something that should last only 30 minutes goes over an hour. And all because of him. Not to mention he continuously brings up the fact that he has been here for 26 years and he's done every job out there...whatever. That doesn't mean you did them right!!!!
