You are asking 2 questions both contradict each other. You say that the government has lost control of hoodies, but has it? Hoodies make up a very small part of the crime figures. When compared to gun crime and rape, which although have been committed by hoodies are not exclusively linked to hoodies. I don;t think that the government is allowing them to rule the streets but when you compare this problem to the other problems that the government faces this is not particularly large. Secondly you ask how they should be punished, When they commit a crime or just for being a hoodie. You don't make it very clear, the obvious answer is to introduce stricter ASBO's and curfew's and make harsher penalty's for the shop keepers who supply the drink and other contributing factors that fuel there desire for crime. On a lighter note you could always make them wear shell suits(with no hoods) I suppose!

I'd focus on things that would prevent kids from going into a life of crime instead of ONLY waiting for them to miss up to do something (throw them into jail so they can come out a f up again)
you know things like making sure schools are well funded, a lot of after school programs and making sure there are jobs in poor areas, etc.
Right now we focus on locking people up after they do something. But that only solves part of the problem. we should be more proactive and make sure we put the youth on the right track before (and even after) they go down the wrong path.
Prevent (or at least lower) the flow of new thugs, lock the old ones a way and make sure there are programs for those who want to change their life style.

u can't say its the government that allowing the hoodies to rule the streets that's just something we can't control as much as you try to do something about it their will always be more and more hoodies out their and you can't keep your eye on every hoodie their is.

There's nothing else the government can do... they've tried but have had little success so i think they've given up... Unless the 'hoodies' commit a real crime, i dont think their seen as much of a threat... Intimidating yes, but no real threat!

Not all of them are bad, sometimes young people look intimidating when they are standing around in a big group, but that doesnt mean they are criminals. I was mugged by a boy in his school blazer and I wasnt expecting it cause he was just walking along on his own.

get a place for them to hang out, give them something to do. Get them involved in a hobby (dj-ing etc) they're just bored most of the time
