I'm with soccer mom on this.
I've seen this before, when a powder room vanity was directly over the hot water tank.
the hot water was turned up so hot it was back heating the cold water
the only other time was when a portable dishwasher was hooked-up to a single handle kitchen faucet and the faucet left on,
so the dishwasher could run while they where at work
(the world is full of morons)

My guess is that the hot water is the water that has been sitting in the pipes in between uses. Could also be that the hot and cold pipes are too close together and the cold water pipe is being affected by the proximity to the hot. I've experienced this in my travel trailer. It isn't serious, not even something I would work real hard to fix. You will just have to let the water run for cold. I don't think your children are in danger of scalding, but if you are really concerned you can turn the temperature down on your hot water heater and be safer rather than sorry later.

The cold water pipe is contacting something pretty hot. If it is coming out hot enough to scald you, it must be touching something like a furnace vent or one of those hot water dispensers. I don't think it is too likely, but maybe possible, that it is resting on a hot water pipe somewhere in the near vicinity. Bare in mind that unless you have a hot water return system, the water in the hot water line isn't "hot" either, generally it's warm at best until the hot water comes through.

The cold water pipe is touching the hot water pipe and heat is being transferred to the cold water. Just let it run a few seconds and the water will be cold. Or open the walls and insulate the cold water line.

The cold is caused from the water that's in the pipes in your air conditioned home. The hot water is from a water line feeding your house from outside; possibly in the sun. The next cold water has been underground for a while and out of the sun.

I'm not an expert, but until you get it checked out, by an expert, I have a suggestion. You can change the temperature setting of your water heater in the mean-time, so at least your kids won't get burnt. I know this isn't what you asked, but I hope it may help at least for now. Good luck on getting the answer. Sounds like a wierd one!!

Water in the cold line leading to that faucet is passing through a warm area where it is probably not insulated. As the water sits there, it is warmed. When you turn on the faucet, out it comes. Simple?

I dont think this could possibly be as you state. I believe the water may turn warm but no way will it turn hot again then cold

How hot is your hot water heater set at? Are the pipes wrapped? I suspect this is residual water left in pipe and somewhere along the pipe is it getting heated by something. Trace the water pipe. You did not say where you live statewise. Is it hot outside?
