The apartment complex offered me another apartment but I want to move out of the complex all together. The apartment is infested with german roaches and the exterminator has come twice and I've bombed the place and I still kill at least 5 everyday. And from the research I've done German Roaches do not go away, nor are they in just one apartment. Do I have a legal right here? Can I break the lease in such a circumstance

Start by calling the Board of Health.

You need to call the health department and explain the situation. If the landlord refuses to let you out of the lease in the meantime, call an exterminator yourself and deduct the cost from the rent.
