He was a sort of combination Emperor and Pope, so his word was law on matters both religious and secular. This made for a court and government so riddled with treachery, deceit and corruption that the word "byzantine" is still used to mean "characterized by elaborate scheming and intrigue."

Except for very few cases ,the emperors were submitting absolutely to church authority.The church ruled ,always threatening excommunication and was responsible ,in the end ,for the fall of the Byzantine empire.
