No one place is the cheapest for all computers... Find the find you want and shop around through search engines.
Just beware! Buying computers online can be dangerous. Make sure you read the fine print. Sometimes there are reasons things seem sooooo cheap...

It's difficult to say - since we don't know what you are looking for.
Hight performing for games, for graphic arts, programming, or whatever you want to use your computer for.
You can compare prices at different manufacturers websites - they let you build your own computer so you can get what you want from them.
If you want to build your own computer and buy the parts I'd highly recomend www.newegg.com
You can even use newegg as a website reference to see what's out there if you go to a manufacturer to see how late and great their stuff is.

if in america i would suggest http://www.tigerdirect.com http://www.newegg.com these have a large selection of computers or u could try your hand at ebay.
but i would recommend buying from 1 of those 2 websites

It matters what brand. I like Toshibas, I had to HPs and they didn't last long. If you gat a Toshiba, just use Toshiba.com , they cot some coupons for them at http://www.juicycoupons.com/Computers/Toshiba-com-Coupons/index.html
