I'm sure that 13-19 can be called the "teens". As far as 0-12, it looks like, at least with the years of the 2000s, people are calling it "the 21st century".

1 - 9 are actually called the "ots" but spelled nought... the n is silent.

like: in the year nought 4, George Bush became president of the USA again... but in the year nought 8, a democrat will likely take the election.

the rest are called the 10's (or teens), 20's etc...

alot of people find it easier to just refer to "oh four" or "oh eight" even though it is technically considered bad grammar.

It is important to note the difference here in using 0 as a number or a numeral...
A number - "I have zero apples in my basket"
A numeral - "Start at nought one and work your way to nought five."

Numerals are descriptive categories (like years).
Numbers are actual quantities of things that one could count. So you would never say I have nought two apples in my basket...

Well, seeing as we've had to contend with Bush and the Religious Reichs of the world rattling their sabres like there's no bloody tomorrow, I think this decade should be called the Nutties, and the next decade the Numpties.
