You may want to check the monitor cable connections, or check for errors with the graphics card itself. It may also be due to using a screen resolution higher than the monitor is capable of.
To fix that, boot the computer while hitting the F8 key. When the OS asks you to choose an option, you should choose "Safe mode". This will reset the resolution to a "safe" one, allowing you to change it to a default which your monitor is capable of.

make sure the monitor is plugged into the video card at the back of the computer..

Check the cable form the monitor to the computer, it might be loose.
