You have to be signed up for Yahoo's paid email service to access POP3 and SMTP. If you are, you can just contact Yahoo and they can tell you.

I had this problem about 8 months ago. I would bet you are trying to get your yahoo mail through something like Outlook....But, to get access to a yahoo pop3 server, you need to subscribe to additional services provided by yahoo (the enhanced email accounts, etc). I believe google and MSN will give you a pop3 free of charge.
