As I was earning my B.A., I was considering the field of Sex Therapy for post-grad work at one point; lack of solid information on licensing, graduate-level colleges and the sysem of certification in FL dissuaded me.

Since 1992, has academia opened up enough to properly train, license and allow the responsible practice of sex therapy, either in conjunction with a Licensed Psychiatrist or alone?

Its opened before 1992 (1947 actually), but I would check the Kinsey Institute. The Kinsey Institute promotes interdisciplinary research and scholarship in the field of human sexuality and related aspects of gender and reproduction.
They have information on graduate training, information, research, seminars, conferences, and educational and training resources.
