Depends on the nature of the market. Given a reliable supply and reliable market, suppliers of a given good will strive to lower prices and increase quality and convenience. However, during shortages of supplies, raises in price may cause hoarding, thus creating a further, artificial rise in price. Furthermore, in times of oversupply, governments do find it in their best interest to create a more normal pricing in order to preserve those suppliers and the jobs they create.
